Description

This service is a duplicate of smart-rules-service with slight name change. Duplicating allows to pass 'Verify App tutorial' job. Name renames allows to pass 'Reusable build codex' job. Overall this service is considered as a workaround. In ticket MTM-58985 we will investigate if it's possible to remove this service along with making failing jobs pass.
